Improve Bicycle Network and Facilities

Measure

The County will improve the bicycle network to provide for safe and convenient bicycle travel through implementation of the Bicycle Master Plan (or the in-progress Active Transportation Plan) and the improvement of bicycle infrastructure.​

Efforts for the measure have begun and some target indicators have been achieved.

Implementation

​The County could implement this measure through the following actions:

  • Implement projects and programs in the Bicycle Master Plan, or related in-progress plans, such as the Active Transportation Plan, to reduce barriers to biking and increase mobility for all users of the roadways.

  • Update the Zoning Code and/or Design Guidelines to ensure the preferred siting of both short-term and long-term employee bicycle parking to encourage bicycle use at commercial, multi-family, industrial, or institutional uses.

  • Participate in multi-jurisdictional bike share programs (e.g., JUMP) with SACOG, Sacramento, West Sacramento, Woodland, and Davis.

  • Implement a VMT mitigation program (e.g., VMT mitigation fee, bank, or exchange) described under GHG-11 to provide a new funding mechanism for these improvements. Additionally, development of a complete streets policy and implementation program consistent with the SACOG Policy to Practice Cycle would enhance bicycle mobility and safety within the County.

Target Indicator: Improve an additional 30 percent of the projects listed in Appendix G of the County’s adopted Bicycle Master P​lan following CAP adoption by 2030. Include goal in the in-progress Active Transportation Plan.


​Sta​tus of Implementation

The Department of Transportation seeks funding for competitive and formula grants in order to plan, design, and construct bicycle, pedestrian, Americans with Disabilities Act infrastructure, and non-infrastructure programs. Staff administers grants; monitors performance objectives and other grant requirements; and prepares necessary reports in conformance with federal and state requirements. Department staff provides input on bicycle and pedestrian infrastructu​re, in addition to other modes, in short range and long range plans for new subdivisions. Staff prepares bicycle and pedestrian-related plans, including the Active Transportation Plan​, feasibility plans, and corridor plans. The Department is currently working on a feasibility plan for Stockton Boulevard from Florin Road to Mack Road/Elsie Avenue for Class IV bikeways, sidewalk infill, and other improvements.
