Update the County’s Local Hazard Mitigation Plan to Incorporate Sea-Level Rise

Implementation

Require that future updates to the County’s LHMP incorporate a comprehensive evaluation of sea-level rise in the County and associated risk management processes as the degree of sea-level rise manifests and as more data become available.

Benefits: Future updates to the County’s LHMP to include sea-level rise hazards would increase Sacramento County’s resilience to higher sea levels, because future LHMPs would assess the geographic extent, probability of future occurrences, magnitude/severity, significance, and climate change influence of sea-level rise as it relates to the County. The LHMP’s assessment of these factors would assist with the development of future mitigation actions.

Efforts for the measure have begun and some target indicators have been achieved.

​Status of Implementation

The County’s current 2021 Loc​​al Hazard Mitigation Plan (LHMP) discusses sea-level rise.  Several cities and reclamation districts have developed specific projects and action steps to address it.  The next iteration of the LHMP will include an even more detailed examination of sea-level rise and will include the latest and best available science at the time.   

The current LHMP includes language that any project in the County’s Climate Action Plan is an included project in the LHMP.​
