FLOOD-01: Evaluate and Improve Capacity of Stormwater Infrastructure for High-Intensity Rainfall Events
Measure Description
Investing in green infrastructure and maintenance of existing infrastructure under the jurisdiction of the County will reduce instances of localized flooding in the county.
Implementation Status
Updated 08/25/2026
In Progress
County Department of Water Resources (DWR) and its consultant team are currently updating Sacramento County’s Hydrology Standards. Staff will evaluate how the revised Hydrology Standards may affect existing storm drain design standards, determine how to incorporate climate change considerations, and make any necessary updates to the storm drain design criteria.
Green infrastructure solutions are incorporated into certain new development projects via Low Impact Development (LID) solutions. LID solutions for new development are required per County Development Standards and the Stormwater Quality Design Manual.
Actions
Action FLOOD-01-a
Action Description: Identify areas where existing infrastructure is vulnerable to flooding and develop comprehensive short- and long-term plans for their maintenance and resilience.
Action FLOOD-01-b
Action Description: Invest in green infrastructure such as rain gardens, bioswales, stormwater tree trenches, green roofs, detention basins, and rain barrels to reduce peak runoff, filter stormwater, and increase groundwater recharge. Establish clear funding sources and implementation guidelines for these projects. Additionally, conduct studies to assess and rank the effectiveness of various flood control methods to help prioritize green infrastructure development. Identify key projects for implementation, prioritizing selection based on vulnerability, effectiveness, and community needs.
Action FLOOD-01-c
Action Description: Increase maintenance and cleaning of gutters, drainage ditches, and culverts.
