GOV-02: Develop a Non-Airport Fleet Conversion Program

With this measure, the County intends to reduce its transportation-related emissions in the County’s non-airport vehicle fleet by transitioning the County’s on-road vehicles and offroad vehicles and equipment to zero-emission alternatives. The County plans to do this by updating existing policies, adopting new policies, and developing a plan for transitioning the fossil-fuel-powered vehicles and equipment to available zero-emission alternatives. Sacramento County Fleet Services Division invested several years of planning and preparation to ensure compliance with California's Advanced Clean Fleets regulation for light- and heavy-duty vehicles, which requires the County to transition its vehicle fleet to zero-emissions technology. This preparation included the creation of a new Fleet Compliance Supervisor position to ensure full compliance and monitoring of all safety and emissions regulations that affect the County fleet. In 2025, the County received the NAFA Fleet Management Association Green Fleet Award for its outstanding fleet sustainability program, and in January 2026 the County received its 2025 ACF compliance certificate from the California Air Resources Board.
The County fleet (excluding Airports vehicles) comprises nearly 2,700 vehicles. In calendar year 2025, 63% of total fleet fuel consumption was alternative, renewable, or advanced technology (including hybrids). The County has maintained this share of alternative fuel consumption over 60% every year since 2017, which equates to approximately 50% greenhouse gas reduction annually compared to an equivalent use of petroleum fuels. For over ten years, Fleet Services Division has been preparing and planning for a Zero-Emission Fleet Transition. Part of this preparation was the addition of a new Fleet Advance Planning and Sustainability Manager position in 2016. In 2025, the Department of General Services released a public request for qualifications (RFQ) for consultation services and in 2026 contracted for an experienced engineering firm to review the County’s fleet data, planning and forecasting and to recommend a fully developed implementation plan that will review fleet inventory, replacement timelines, charging infrastructure needs, facility improvements, employee training, and cost assessments. The Plan will include a phased implementation strategy for which County staff will work to identify grants, rebates, and other incentives to reduce total implementation costs. This analytical groundwork will guide future EV technology investments and policies and prepare the County for annual zero emission vehicle progress tracking and reporting. The County currently manages 101 level II ports and 6 level III ports (i.e., DC fast chargers), with plans to install additional chargers for County fleet and public use over the next several years.
The County's Fleet Advance Planning and Sustainability Manager currently serves on NorCal Clean Cities and Communities Coalition board and participates in Municipal Equipment Manager’s Association (MEMA) and NAFA meetings with national consulting and lobbying firms that advocate for public fleets.

Action GOV-02-a
Action Description: Update the County’s fleet acquisition policies for vehicles with a gross vehicle weight rating (GVWR) greater than 8,500 pounds to meet or exceed the requirements of the California Advanced Clean Fleets Regulation.

Action Description: Update the County’s light-duty (below 8,500 GVWR) fleet acquisition policies such that:
- All new vehicle purchases and leases are ZEVs.
- Exceptions may be granted for emergency vehicles and other unique duty circumstances with the approval of the County Executive or designee.

Action Description: Update the County’s offroad equipment acquisition policies such that:
- All new equipment purchases and leases are battery electric or other zero-emission technology.
- Exceptions may be granted for emergency equipment, equipment types that are not available at the time of procurement, or other unique duty circumstances with the approval of the County Executive or designee.

Action Description: Adopt a policy to allow employees to be reimbursed for charging County-owned or -leased vehicles overnight at home, similar to how gasoline purchases are reimbursed.

Action Description: Continue to fuel applicable diesel- and compressed-natural-gas-powered vehicles with renewable fuels as the County transitions to ZEVs.

Action Description: Prepare a Zero-Emission Fleet Transition Plan that includes:
- an inventory of the County's existing on-road and offroad fleet,
- an assessment of the expected retirement/replacement timeline of each vehicle/equipment and identify appropriate replacement options,
- an analysis of the additional ZEV fueling/charging infrastructure needs and the timeline to support the transition to ZEVs,
- an assessment of the cost-effectiveness of various technology options considering up-front costs of vehicles/equipment and infrastructure and annual operating costs, and
- identification of fleet maintenance staff training needs and any specialized equipment or facilities to support a ZEV fleet.

Action Description: Establish a County staff role to identify, monitor, and apply for grant funding opportunities, rebates, and incentives for fleet conversion to ZEVs and installation of infrastructure.

Action Description: Annually assess existing ZEV fueling capacity and the number of new ZEVs added to the fleet so that additional infrastructure needs can be incorporated into operating budgets in the following year. Also, report the number of ZEVs as a percentage of the total fleet to the County Sustainability Manager for annual progress reporting.
Objectives
Expand the County's Fleet Conversion Program to convert 35% of the County's on-road and offroad non-airport vehicle fleet to zero-emission technology by 2030 and 100% by 2045.
